In response to the demands placed on auto manufacturers by the National Highway Traffic Safety Administration (NHTSA) and the resulting emphasis by KMC to increase recall responsibilities at KMA, this position is critical to the company’s overall strengthening of its ability to avoid NHTSA investigations and penalties.  In light of the risks the company is facing, this position will focus on increased responsibility and activity for TREAD early warning reporting, as well as the accurate and timely execution of recall implementation and administration.  In addition, the National Manager will assume some duties carried out by the Director of Recall Management & Field Support due to increased responsibilities with KMC, and provide for the increased evaluations required by NHTSA, as well as to support recall execution to help avoid penalties.

Major Responsibilities

1st Directly assist the Director of Recall Management & Field Support in determining which TREAD report information should be collected.  Supervise the execution of collection efforts and ensure that search queries are properly formulated for database searches.  Personally, participate in the evaluation for accuracy and adequacy of all KMA TREAD data from other departments, including KMC, with critical information.  Then, complete the electronic submission of quarterly & annual TREAD reporting data into the designated NHTSA portal as required within the regulations on behalf of KMA and KMC.  Provide evaluations of TREAD information to the Director of Recall Management & Field Support for his integration of KMA engineering data, NHTSA VOQ information, KMC vehicle testing data with the TREAD reporting data. 30%
2nd Once a Safety Recall or Service Campaign decision is reached, work with counsel to provide the lead in creating strategies for drafting documents such as customer notification letters advising them of campaign issues, and dealer principal and parts & service manager communications.  Work with other team members with KMA and outside counsel to ensure complete information collection for use in notifications to NHTSA, customers, dealers and KMA field staff.  25%
3rd Initiate the creation of all documents including those identified above, as needed to support a regulatory safety recall campaign, a Service Campaign with potential safety implications or other field actions to reduce the risk of NHTSA action.  Focus on involvement with emerging safety trends in the industry, propose corrective action, and thus also reduce the class action litigation risk.  Complete the finalization of all safety recall documents including customer communication letter and dealership and field communications through coordination with Service, Parts, CA and Warranty departments and make sure all campaign notifications are executed in a timely manner within the regulations and guidelines.  Also, verify all recall/campaign documents for customers and dealers are posted in the proper NHTSA portals in a timely manner, and oversee quarterly recall completion reports are submitted to NHTSA as required by regulations.   25%
4th Real time monitoring of customer responses to recalls at both NHTSA (through VOQs) and KMA (through CA and warranty) to determine if recalls are being successfully or unsuccessfully completed, and to determine if further remedial action is needed to prevent NHTSA RQ (Recall Queries) investigations leading to additional recalls.  Also conduct historical monitoring to seek out potential safety defect trends in identical or substantially similar components in other Kia models and/or model years. 20%



  • BS degree in Engineering, Automotive Technology or equivalent combination of education and experience.

Overall Experience

  • More than 15 years of experience in automotive quality and/or engineering reporting issues which contain significant safety implications.

Directly Related Experience

  • Long term knowledge and functionality with automotive field data review, warranty data collection and analysis, including Excel processes.
  • Knowledge of Kia quality and after service procedures.
  • Thorough knowledge of modern dynamic, computer, radar and laser-based technologies, and safety related systems and components, as commonly used in Kia products.
  • Excellent working knowledge of current methods of quality and safety investigation and analysis.
  • Supporting knowledge of Federal Motor Vehicle Safety Standards (FMVSS).


Excellent written and verbal communication skills (English/Korean bilingual strongly preferred)
Advanced knowledge of standard PC software (Word, Excel, PowerPoint, etc.)
Exceptional abilities at team building and managing difficult technical analytical tasks.
Thorough automotive technical knowledge of body, chassis, powertrain, vehicle steering/control, brakes, electrical and safety restraint systems, as well as a solid understanding of modern computer-based Control Unit technology.
Ability to work thoroughly and effectively with counsel for Kia to help resolve engineering, technical and regulatory issues.
Excellent knowledge of standard types of automotive databases, with the ability to quickly manipulate and organize database information to reveal trends, based on demonstrable well-developed data analysis skills.
